		<description>How does Portland manage to have so many carts and trucks when most areas struggle to have even a handful?  A recent article in the Washington Post detailed some of the red tape faced by street food vendors, and it was mind-bending what goes on.  Assuming that parts of Portland’s program are worthy of duplication (the mild weather, unfortunately, is not), it would be great for the street food community and the governments that are struggling to deal with the new interest in street food to write a resource guide that summarizes the best practices, proposes model permit codes, and has other ideas that can help food cart entrepreneurs.   Perhaps this guide already exists?
